Potomac Club Owners Association is managed by Barkan Management Company. Barkan Management Company has been operating since 1981 providing professional property management and accounting services to both Barkan-owned and third party client properties. Through the years we’ve developed special departments in regulatory compliance for affordable housing communities and in consulting to developers of new projects. Today we remain a family-run business.

Stuart Pool, CMCA, AMS General Manager Stuart Is a Northern Virginia native and, with the exception of a few years of high school and college, has lived in Northern Virginia for almost thirty-four years. Stuart, his wife and their son currently live in Vienna and have for the past four years. His professional background in Community Associations started 2008 roles from Covenants Inspections to Front Office Management His Management experiance started with six years in program management for the Scottish Rite of Freemasonry where he managed a variety of programs for their globally reaching membership. Stuart has not only his Certified Manager of Community Associations (CMCA) designation, but also the Association Management Specialist (AMS) designation.

Jacqui Jordan Asst. General Manager With a diverse background in public service, real estate, and leadership, Jacqui brings a unique skill set and dedication to her role as Assistant General Manager. Drawing on her experience as a former police officer and military spouse, Jacqui is well-versed in navigating complex, high-pressure situations with a calm and focused approach. Having spent 10 years as a realtor, Jacqui has honed a keen understanding of client relations, strategic decision-making, and business operations. Her commitment to service extends to the community as a volunteer EMT with the OWL Volunteer Fire Department, where they continue to contribute to public safety and well-being. In addition to her professional career, Jacqui is a proud parent to four children, which reinforces her ability to balance multiple responsibilities, manage time effectively, and lead with empathy and resilience. With a passion for problem-solving and a hands-on approach, Jacqui is dedicated to supporting the growth and success of the Potomac Club Owners Association while fostering an environment of teamwork, accountability, and excellence.

Luis Ipanaque Administrative Assistant Luis Ipanaque is a seasoned professional with over 9 years in customer service, a field where his dedication and knack for problem-solving have consistently shone. His extensive experience ranges from managing high-stress situations in real estate to providing nuanced support in complex banking environments. Known for his empathetic approach and exceptional communication skills. His ability to remain calm under pressure and his genuine concern for customer satisfaction have earned him numerous accolades and a reputation as a top performer in his field. Outside of work, Luis is deeply committed to his family, embodying the role of a devoted fiance and dog dad with equal passion. He balances his professional responsibilities with quality family time, often spending weekends coaching his nephew in soccer and running errands with his fiancee. His dedication to nurturing a supportive home environment mirrors his approach to customer service—always attentive, patient, and considerate. Luis's ability to maintain this equilibrium between his career and family life highlights his exceptional organizational skills and his unwavering commitment to the people who matter most to him.
